2002 BAR Rules Update

From my notes; if anyone has a different recollection or wants to add to anything I've listed. I figured we had better get this out soon - flyers are already stating "BAR points scored 10 deep in each field" when now it's going to have to be 15 deep. I've listed the changes in order -

8. BAR CLASSES:

Cat 1, 2 Events open to all USCF Senior Cat 1-2 riders (changed form Cat 2 only)

Masters 30+ Events open to all USCF Masters 30+ (changed from 30-39; riders can now "race down" in age and compete in a younger category)
Masters 40+ Events open to all USCF Masters 40+ (changed from 40-49)
Masters 50+ Events open to all USCF Masters 50+ (changed from 50-59)

9. AWARDING BAR POINTS (APPLIES TO OMINIUM SCORING AS WELL)

(IDEA BEHIND THIS RULE IS TO GIVE RIDERS IN COMBINED FIELDS, most notably 3's in 1,2,3 fields and 50+ riders in 40+/50+ fields a chance to score points. There were many complaints that there are not enough separate 3 & 50+ races - this is an attempt to help those riders)

e. Bold and capitalize "The promoter shall provide to the BAR administrator, within five working days of the event, copies of the results (15 places deep in each category), start lists, and USCF race report." (15 deep in each category is a change)

f. A masters rider may "race down" age class and receive BAR points in that particular age class. If a race contains overlapping age classes, the rider must designate to the promoter which age class he/she is competing in. If no declaration is made by the rider it will be assumed he is competing in his own age class (ie a 40 up rider racing in a 30+/40+ race will be assumed to be competing and scoring in the 40+ class unless he specifically designates otherwise). BOTTOM LINE IS RIDERS CAN COMPETE WITHIN A YOUNGER BAR CLASS NOW. BEFORE THE CLASSES WERE RESTRICTED TO SPECIFIC 10 YEAR INCREMENTS

OTHER CHANGES

1. Cat 4 or 5 riders cannot win their respective category two consecutive years. (Idea is to stop riders from sandbagging, we can't force them to get a USCF upgrade, but we can declare them ineligible to win the BAR again. THIS APPLIES TO THE OMNIUM AS WELL.)

2. In BAR designated races, entry fees for Juniors races will be limited to $10.00. If there is no junior category, then juniors can race in their appropriate senior category for $10 (ONLY one $10 entry per BAR event)

3. Cat 5 riders will not be charge late fees or unattached fees. (Rules 2 & 3 are an attempt to make it easier and less costly for juniors and Cat 5's to race; ideally encouraging more to turn out).

4. Increased the number of points a racer can carry when upgrading from 15 to 30.

5. Added a clause to say that if a rider has won the BAR, and either upgrades or simply by getting older moves to another masters category, free entry should be provided.
