- opening of meeting by Ruth, Acting President
- review of current financial statement w/ ending balance on 11/20/99:
$1457.77 w/ additional ~$700 in checks just received

- Discussion of D42 participation in Mid-Atlantic newsletter
consensus was to remain involved, primarily since it allows promoters
to reach the mandated number of licensed riders w/ race
announcements.
- Also was determined that D42 members have the responsibility of
submitting material to be included in newsletter so as to make
content more representative of D42 happenings

- filling of vacated officer positions
- Ed Hernandez remains as VP
- Jake Helmboldt nominated for Secretary (and subsequently treasurer)
- Jonathan Devich nominated as President

- introduction of meeting attendees
- Jeff Parker (VA Beach Velo) introduces BAR agenda & raises question
of district assn. paying for omnium and BAR jerseys. Vote taken on
measure w/ outcome being that juniors will receive one free jersey
and all others will be able to purchase one jersey at half price
($20) w/ association subsidizing the other half.

- Omnium rules amendments
- suggestion of opening omnium to all Virginia residents, regardless
of district
- rationale: opening up may increase attendence & increase competition
- Announcement (Jeff Parker) that Tidewater area will be involved more
heavily w/ North Carolina racing so be involved in their race
series in an attempt to draw from NC and build eastern VA race
fields. Lucy Foxworth, director of SE series (NC/SC) has welcomed
Tidewaters involvement and is set to proceed w/ organizing calendar.
- Suggestion that Roanoke also become involved with NC in their more
western region due to close proximity to Winston-Salem/Greensboro
area

- Vote taken opening VA Omnium to all Virginia residents w/ 1 dissenter

- Issue of increasing VA race participation introduced
- Jonathan Devich announces and explains (w/ handout) the "Fastrack
Cup" sponsored by his web business Fastrack.com Consists of
Mid-Atlantic series of some of the larger races with overall
winners at end of series. Fastrack will serve as sponsor and in
helping promote races and series.

- Jake Helmboldt introduces junior development discussion and
solicitation of promoters to include a jr. categories for the D20/D42
jr. race series being developed by Tracey Foley (D20)
- ideas including Boy Scout/Girl Scout involvement in local races,
rides, etc. to develop base and generate interest, teach handling and
racing skills, etc.
- suggestion to reduce jr. entry fees to nominal amount
- Jeff Parker inquires as to existence of Masters Grant $$ from USCF
for a maters race series
