Virginia District Association Meeting

In attendance were the following clubs:

Contes, HDK, JRVS, Blue Ridge, PDO, TBA, MVC, Tri Power, Team Richmond.

A quotum of active teams were present.

The 1995 Virginia District Association Minutes were read and approved.

The Treasurer's report was read. The starting balance of the Association was $2993.11. The current ending balance is $3574.38. Omnium jerseys and BAR jerseys have not yet been purchased.

It was brought up that our newsletter is not very effective. This is mostly due to the fact that it usually does not arrive on time because of being shipped bulk rate. Ruth proposed that we roll our newletter into District 20's newsletter. The District 20 newsletter is larger and is sent first class allowing on-time delivery. We would have to pay District 20 six dollars per person. The was voted on and approved.

Ruth attended the District 20 Association meeting a few weeks ago. District 20 has been generous and opened the District 20 BAR to all riders. District 42 riders would be able to race District 20 BAR events and accumulate points. Ruth also proposed a Mid-Atlantic Regional BAR (MAR BAR). Bill Leucke of District 20 had volunteered to coordinate this BAR. The races will be determined at a later time.

A proposal was made to increase the district fee to $1 per person per day. This would allow the Association to pay District 20 for the newsletters. This was voted on and approved.

A question arose about whether the Virginia District Association wanted to spend $55 dollars per jersey for the BAR and state champion jerseys. It was decided that since the association last year said the jerseys would be awarded, the jerseys would be purchased.

A discussion arose whether Virginia wanted to continue it's own BAR series. It was decided to continue the BAR series again, and to open the BAR series to any rider. Riders from other district could accumulate points. This will hopefully increase outside participation in Virginia races. Bill Henderson was nominated as BAR coordinator.

In addition, the following categories will be scored for the BAR:

	Pro/1/2			Women
	3			Juniors
	4			Masters

A new point structure wsa suggested. The new point structure would reflect the number of participants in a race and not be based on the prize list of the race. For example, a race that had 50 riders would be weighted heavier than a race with only 10 racers. The BAR winner would receive a plaque.

Lee Piper resigned as the Association treasurer. The following nominations were made:

		David Elliott - Treasurer
		Bill Henderson - Secretary
		Kirk Sweeney - Member at Large

A motion was made to accept the entire slate. The motion was voted on and passed.

A motion was made that the secretary draft a letter to Lee Piper to thank him for his work on the board. The motion was voted on and passed.

Discussion then began on how to increase participation and get new people into the sport. A suggestion was made that promoters should spilt junior fields, even if the field are run concurrently. For example, a prize list for juniors 13-15 should be separate for juniors 16-18. This would promote younger riders to race.

It was also suggested that there be some form of monetary award for someone to get a coaching license and begin coaching. Also, a mentoring program was suggested.

A motion was made to adjorn the meeting. All present approved.
