1995 District 42 Minutes

November 18, 1995
Richmond, VA

In attendance were representatives from the following clubs:

	MVC, JRVS, OCV, THR, Richmond Velo, VA Beach Velo,
	TBA, New Age Velo, HCC/Contes, Sister Cycles, Commonwealth
	Cycling, and Junque.
	Two non-member teams were present, Cycor and TriPower. These
	two teams stated the desire to join the District Assn.

The minutes of the 1994 district meeting were not available for reading. Lee asked to remind clubs to pay the district fee for every race.

The treasurers report was read from the current district association newsletter. The treasurers report was approved.

District Assn fee: The fee should be collected by officials at the end of the race, if possible. Also, checks should be made to the Virginia District Association.

Best All-round Rider (BAR):
The following should be provided to the BAR representative as quickly as possible: results, prize list, and the riders club. It was debated whether the chief official should send the results to the BAR representative. This was delayed to the officials meeting. A reminder was given for promoters to include Pros, Women and Juniors to all the races.

Discussion ensued about whether many categories in the state championships dilutes the value of the championship jersey.

Ruth Stornetta made a few proposals regarding the BAR championship:

	1) BAR includes clubs in VA.
	2) Riders can join the BAR w/o the club joining. This was
		proposed to be expensive to encourage the club to
		join.
	3) The District Assn would get sponsorship for the entire BAR
		series, like Winston sponsors the Winston Cup.
	4) BAR winners ride free.
	5) A prize list (TBD) would be given to the BAR winners.

Discussion was made about how to get clubs to join the District Assn. A possible surcharge for non-association teams was proposed, comparable to an unattached fee.

Revamping the point structure for the BAR series was discussed. It was proposed that the maximum points for a Cat 4 rider be 10. Also, the maximum points that a Cat 3 could attain was 10, but a Cat 3 could accrue more that 10 points if placings were made in a Cat 2/3 or higher race. Cat 5 riders cannot accumulate any points.

District Assn Newsletter:
The newsletter is greatly appreciated and liked by riders in the district. However, the biggest problem is that it runs late.

Next years newsletters will be issued in the months of Feb, Mar, Apr, May, Aug and Oct. Camilla Buchanan will continue to publish the newsletter and she asked for any input.

State Championships jersey:
A proposal was made to make the State Championships an omnium consisting of a time trial, road race and a criterium. The following categories were proposed for the state championship jerseys:

	Seniors - Pro/1/2/3
	Juniors - Male 10-12
	Juniors - Male 13-14
	Juniors - Male 15-16
	Juniors - Male 17-18
	Juniors - Female 10-12
	Juniors - Female 13-14
	Juniors - Female 15-16
	Juniors - Female 17-18
	Women
	Masters (TBD - possibly 35-44, 45+)
	Masters women 35+
This means that only 17 jerseys would be required as opposed to the almost 60 jerseys that are presently given.

In the event of ties, the rulebook would be the decider. Jersey holders would get free entry in all events.

Money raising:
Pam Zimmerman proposed a Virginia District calendar for 1997. Teams will be able to purchase a month a put a picture of their choice on that month with ads, etc.

Election of officers:
The current board of officers were reelected to the board. A motion was made to raise the Board of directors to seven people. Bill Henderson and Tom Ozoroski were nominated to the executive board.
